Dutch regulator hits SkyHills operator with record €37m fine

The fine beats out the €24.8m penalty issued to Novatech in December 2025 The Netherlands Gambling Authority (KSA) has hit the offshore operator of SkyHills Casino with a record €37m fine for offering gambling without a local licence. The penalty was imposed on Costa Rica-based holding company EOD Code SRL for illegal gambling. It follows the regulator previously issuing a penalty payment order on the operation, with an investigation further linking it to a network of unlicensed casinos sites. These, according to the KSA, include slotmonster.com, betiro.com, betblast.com, fastslots.com, goldenpanda.com, sambaslots.com, winningz.com, incognitocasino.com, foxygold.com and luckypays.io.
